Government Orders Establishment of Central Registry Units in Civil Secretariat Jammu, Srinagar

Srinagar 14 July (KNB): Jammu and Kashmir Government on Wednesday ordered the establishment of a Central Registry Unit(s) (CRU) in the Civil Secretariat, Jammu and Srinagar for centralised receipt of dak of all Departments with certain arrangement.

The order, a copy of which lies with news agency Kashmir News Bureau stated the arrangements as, “All Dak addressed to various departments functioning from the Civil Secretariat shall only be received in the Central Registry Units functioning at the Civil Secretariat, Jammu Central Registry Unit, J&K Legislative Complex Premises, Jammu and Civil Secretariat, Srinagar Central Registry Unit, J&K Legislative Complex Premises, Srinagar.”

“The Central Registry Units shall function as part of the General Administration Department, under the overall supervision of an officer not below the rank of Under Secretary both at Jammu as well as at Srinagar to be nominated by the General Administration Department.” it read.

As per the order, the General Administration Department will provide sufficient staff at each Unit of the Central Registry in Civil Secretariat Jammu and Srinagar.

“All Dak runners shall hand over the physical Dak to the above addresses of the CRU only. Confidential Dak, if any, shall be handed over directly to the Personal Section of the concerned Administrative Secretary or the Addressee, as the case may be,” the order said.

As per the government order, the Physical Dak will be received by the CRU and a dated stamp will be put on it immediately. A receipt will be given to the person who has come to deliver the Dak. Thereafter, it will be scanned (with Quality Check), diarized with meta-data entry and then sent to the concerned officer/office to whom it is addressed.

It also said that in case Dak is received via e-mail, the Officer/Private Secretary receiving the e-mail will scan and upload the Dak on e-office at their own level or dispatch it to the CRU. In case it is to be sent to the CRU, then same procedure as mentioned (in the above para) will be followed.

The order further said that Information Technology Department shall provide appropriate number of scanners, Computers and allied logistics in the Central Registry both at Jammu and Srinagar for scanning, uploading and forwarding of Dak.

“It shall be the responsibility of the CRU to retain and store the Physical Dak in a folder. It shall be kept chronologically and at periodic intervals, the folder shall be stitched and kept safely by the CRU in its custody,” the order read.

It further said that the Estates Department shall providing all the necessary furniture and fixtures etc. in the CRUs by or before 20.07.2021.

“All Heads of the Departments/Managing Directors of all PSUs/Corporations/bodies shall deliver Dak to CRU only for onward electronic transmission to the concerned Administrative Departments w.e.f. 22.07.2021,” the order stated. (KNB)
