Qualification Guidelines Flouted in Dept. of YSS for Posting District Officers

Srinagar 21 December (KNB): Officials having fake degrees and certificates not approved by any university are holding District Youth Services and Sports Officers’ (DYSSOs) postings in the department of Youth Services and Sports (YSS). The officers have Postgraduate degrees that are completed in one year only.

Official sources and documents accessed by Kashmir News Bureau confirm brazen flouting of norms against employees given prime postings.

“The department has become hub of incompetent officers that have no capacity, capability and have no qualifications as well,” a high ranking official, wishing anonymity, told KNB.

According to the rule book the lecturer must have a PG, with two years.

“Unfortunately they are enjoying lecturer posts and some are DYSSOs on the basis of one year degree courses,” the officer said.

The verification committee set up by the department in the year 2011-12 has submitted a report, categorically mentioning that DYSSO Pulwama has insertion in his service book as well. “One official had provided a fake degree as well, the committee said,” sources confided.

The numbers of such officers in question would be 29, sources said, with year and ‘near about 30-40 taken degree without any proper permission and leave.’

“Ghulam Hassan DYSSO Kulgam and DYSSO Kathua Mr Sunil both have post graduation degrees or vocational degrees that have been completed in one degree only,” documents reveal.

The report as submitted by the verification committee headed by Madan, JD youth sports, had identified and raised queries over such officers, however no action has been taken to rectify the wrongdoing.

One such officer from District Baramulla retired while he neither had one year nor two year degree. He rather had MA physical education which doesn’t fall as a qualifier in the department. The said officer enjoyed status of District officer for almost a decade, retiring at the same post.

“Others like DYSSO Doda, Reasi, Rajouri, have retired but enjoyed the prime postings of DYSSOs post on the basis of one year and vocational courses,” the official said. (KNB)
