Srinagar 17 August(KNB): Flouting all service guidelines Joint Director Youth Services and Sports Department is holding the post for 8th consecutive year. He was posted as JD on deputation, which according to an official, ‘looks like a permanent post now’.
Mr Bashir Ahmed Ganai was deputed to Youth Services and Sports Department in 2015.
Deputation, officials in General Administration Department, say is for two years.
“The deputation is for two years or as it is always mentioned in these orders that ‘or till an officer is the Youth Services and Sports Department attains the eligibility for holding the post, whichever be earlier’,” top official in GAD told Kashmir News Bureau.
An officer in the Youth Services and Sports Department, told KNB on condition of anonymity that Ganai has at multiple times blocked attempts to transfer a capable and able officer as the central government is pumping in lot of money for sports infrastructure and activities.
“While central government wants to pace up the sports infrastructure, officers like him have simple made it their bastion to loot public money,” he accused.
The officer did not want to divulge into what he called a ‘mafia like doings of the officer’.
“You should better investigate and follow the money trials of activities, and people. Many skeletons will come out,” he claimed.
In General Administration Department, a high ranking officer told KNB that his deputation term has ended long back but if there is no able officer, at times deputation is increased.
“An order to this effect will be duly issued. You cannot simply say no I will not go,” he explained.
According to GAD official, Ganai has put a blot on the GAD itself.
He claimed that in a recent meeting of the higher officials of government they were left red faced when they were asked ‘are you unable to find an able officer in eight years to head the department or are you in cohort with this person on deputation’.
“We were asked to check the credentials and working of the officer and fix responsibility as to why GAD is not able to place an officer there,” he complained.
In Youth Services and Sports Department, officials decry that Ganai’s posting has blocked the promotion and postings of many able and capable officers.
“Just to satisfy your and your well wishers pockets, this man has created a mess,” a group of officers told KNB, who are in a process seek Lt Governor’s time to brief him.
“Deputation must be deputation and such an important institution must be respected and not ruined,” they claimed.(KNB)
