Srinagar 1 May (KNB): Despite clear cut recruitment rules, around 10 ‘ineligible’ In-charge Assistant Regional Transport Officers (ARTOs) working for past decade in the two divisions of the Union Territory, sources said.
News agency Kashmir News Bureau sources further revealed that there are around 10 ARTOs—who were appointed at the posts on In-charge basis a decade ago at Motor Vehicle Departments of Jammu and Kashmir—are ineligible as per the qualification rules mentioned in the J&K Transport Service Recruitment Rules 2017.
These ARTOs’ only have 3 years diploma courses where as qualification prescribed for recruitment to the post is Graduation from any recognized University of India.
Moreover, as per the method of recruitment, 50% on basis of the J&K Combined Competitive Examination and 50% by promotion from Motor Vehicles Inspectors having at-least five years substantive service.
KNB sources revealed that several among these ARTOs’ do not even have the required experience therefore are not fit to do justice with the Job they have been trusted with.
The question also arises that since the making of these rules, why hasn’t the administration worked on recruiting personnel on a permanent basis and why has there not been an inquiry into the matter so far?
