YSS Invalid Degree Scam, Authorities Acting as Mute Spectators

Srinagar 14 December (KNB): The authorities have failed to take notice of the Physical Education Teachers (PETs) and Physical Education Masters (PEMs), promoted as Physical Education Lecturers (PELs) in the Department of Youth Services and Sports (YSS) J&K in 2008, given their invalid degrees and brazen violation of service norms.

In different Govt. Higher Secondary Schools of J&K, 192 PEMs and PETs were placed as Physical Education Lecturers (PELs) on 27-06-2008 under government order no. 77-Edu (Tech) of 2008.

The issue of promoted PELs, having in possession invalid degrees or the same pursued in contravention to service rules, came to the surface when a deputation of employees of YSS department in April 2010 objected to their promotions and the objection was further corroborated with time in separate enquiries.    

However, among 192 promoted Physical Education Lecturers (PELs), 97 were declared clear cases in 2016 by the High Court after the formation of UGC expert committee. 

As per sources, several lecturers, who were under a cloud, were with the time exonerated under Regular Department Action (RDA) report on the basis of their examination record in their respective Universities while ignoring the service rules’ violation by the lecturers.

Some of the lecturers have also been on the gazetted posts despite government order number 215 of the year 2013, eliminating the chances of the promotions of lecturers who had M. P. Ed degrees, not at the par with genuine ones.  

This is the level authorities’ flippancy that in one of the RDA reports by YSS, it had pointed out three officers against two among them adverse comments were received from Universities, and another officer’s University was not located. However, the three officers are still on the gazetted posts.   

Kashmir News Bureau tried to get the attention of concerned authorities towards the ignoble development in the YSS department, which occurred more than decade ago and was later intermittently tried to highlight by others as well, but the officials seems to have blinked at the serious matter.   

On contacting Principal Secretary YSS Dept. Alok Kumar, he did not respond to the calls of Kashmir News Bureau.  (KNB)
