Sandeep Naik, Arun Mehta likely to be next Chief Secretary

April 09: According to sources, Governor Satya Pal Malik is very upset with the functioning of Chief Secretary S Subramanian and is likely to be replaced after elections are over, sources said.

Highly placed sources have revealed that Chief Secretary is calling shots in the administration without discussing anything with any of the Advisors to Governor or Governor himself.

Sources have also confirmed that Governor is against the restrictions for traffic on National High Way and is in consultation with Delhi to modify the order immediately. It is said that home secretary Shaleen Kabra was against the decision of restrictions on national high way.

Sources also say that Chief Secretary has put tremendous pressure on Housing and Urban Secretary to release the funds for toilets under Swatch Bharat Abhiyaan for benefiting those who participated in Local bodies election.

Sources confirmed when Governor received complaint regarding allocation of funds, the Commissioner Secretary,Muncipal Corporation,Srinagar was summoned and was ordered not to follow the dictates of CS or Secretary Housing and Urban development, instead he was instructed to strictly follow the rule book.

However, Election Commission of India has taken strong note of it. Prime Minister and Governor has declared Jammu and Kashmir open defecation free before announcement of Lok Sabha elections.

Governor Satya Pal Malik had several times retreated that bureaucracy is not functioning properly consequently affecting the development of the state. Advisors have complained to Governor that CS is making appointments and postings according to his choice without taking into account the skills and expertise of the secretaries as per the requirement of the department.
