Srinagar 2 Jan 2019: No doubt, Kashmiri language is dying on every passing day due to the negligence of the state holders as well as government. Culture and language have deep rooted relationship with language constituting an indispensable element of culture. For preserving a culture and identity, safeguarding the mother language is of utmost importance but unfortunately the Kashmiri language is losing its importance.
Talking to KNB Sofi Hilal fayaz General secretary kashmiri language union said, “The government at present thrusts the learning of Kashmiri language in the current curriculum with the hope that Kashmiri language will survive in future but when we conducted the survey in different districts like Srinagar, Kulgam, many school are not teaching the students the Kashmiri language and even the most schools in Srinagar are fining the students for speaking Kashmiri language in school. The government of Jammu and Kashmir had issued an order back in year 2017 under order number 333 edu 2017 but the implementation of the order is yet to begin.”
“There is hardly any hoarding, sign boards, and advertisement in Kashmiri language particularly in Valley Kashmir. The government office are not able to implement Kashmiri language in offices.” He further said
Earlier the government of Jammu and Kashmir issued a proposal to declare the Kashmiri language as a classical language, but the Central government rejected the proposal as the criteria of having the literature history of 1200 years back was lagging, but in 2015 -16 Professor Mohd Yousuf Teng discovered a book ” Milant Pinhar” dating back 2500 years, the government of India should now recognize the Kashmiri language as a classical language.
Pertinently, former Vice – Chancellor of Kashmir university professor Khursheed Andrabi introduced the particular branch for the PG in Kashmiri in North and South campuses but later Kashmiri subject was squashed by the new VC of university.
Academy of the Art and Culture is doing a good job to promote the Kashmiri language, but they should introduce a translation shelf where the books of other languages can be translated into Kashmir, besides organising the seminars and awareness camps in educational institutions to highlight the importance of language.
“Media sectors including Doordarshan , All India Radio Kashmir (AIR) Srinagar and local media society are not able to do justice with the Kashmiri language. They are telecasting’s the programs of other languages most of the time instead of promoting the writers, actors, artists of Kashmiri language.” said Hilal Fayaz
Talking to KNB professor Shafkat said that “the distance learning program has full-fledged introduced the MA Kashmiri as subject and now students can avail ,besides the department of Kashmiri university of Kashmir has started a translation programme under which a number of books are being translated in Kashmiri language
He further said “parents are stressing the children towards other languages, besides the most educationists stress the need of mother language for basic learnings. It is the collective duty of every Kashmir whether a teacher, intellect, scholars or journalist to promote and preserve the language. ”
Under the Article 358, every state has authority to ensure the basic learnings in the mother language.
Important to Know, Kashmiri is a language from the Dardic subgroup of the Indo-Aryan languages and it is spoken primarily in the Kashmir Valley and Chenab valley of Jammu and Kashmir and is written in perso- Arabic symbols
The Kashmiri language is one of the 22 scheduled languages of India, and is a part of the eighth Schedule of the constitution of India as per articles 344(1) and 351.
There is also recognition of Kashmiri language along with other regional languages mentioned in the Sixth Schedule of the Constitution of Jammu and Kashmir. (KNB)
