Srinagar 28 July (KNB): After the sharp surge in positive cases, Jammu and Kashmir financial commissioner health and medical education directed tertiary hospitals to admit only critical ill patients who come under the category 1.
The order came after it has been observed that critically ill patients who require specialised treatment fail to get the admission in tertiary health care institutes like SKIMS Soura, SMHS, Chest Diseases Hospital and SKIMS Medical College & Hospital Bemina in Kashmir GC, Jammu CD Hospital and ASCOMS in Jammu.
The order reads as, “the Financial Commissioner, Health & Medical Education Department vide his letter No.PS/FC/H&ME/COVID-19/2020/03/sgr dated 15.07.2020 read with letter No.PS/FC/1-1&ME/COVID-19120201148 dated 23.07 2020 has issued instructions to Director. Health Services, Kashmir, as well as to the Heads of various Tertiary Care hospitals in Kashmir regarding the procedure to be followed for referral of sick patients to Category-1 Health institutions in Srinagar
Whereas, the State Executive Committee is of the considered view that these instructions are required to be strictly complied on ground, across all districts of Jammu and Kashmir, without any relaxation.
Now therefore, in exercise of powers conferred under Section 24 of the
Disaster Management Act, 2005, and in reiteration of departmental instructions on the subject, the State Executive Committee hereby issues the following instructions for strict compliance by the concerned authorities with immediate effect: –
SKIMS Soura, SMHS Hospital Srinagar, Chest Diseases Hospital, Srinagar, and SKIMS Medical College & Hospital Bernina, Srinagar. in Kashmir division and GMC. Jammu: CD Hospital, Jammu and ASCOMS (Batra), Jammu, in Jammu division shall be designated as Tertiary care-1 institutions and referred to as category-1 referral hospitals.
That all COVID positive patients with mild/moderate symptoms shall first be admitted in Category-II/Ill hospitals, at sub-district level, or any other hospital which is not a category-1 referral hospital. Such patients shall not be directly admitted to any category-1 referral hospital mentioned in para (a) above.
That patients shall be admitted and treated in Category-1 referral hospitals only if they are duly referred by a concerned district level hospital or a non-category-1 referral hospital. This will be ensured by all the Chief Medical Officers and supervised by the Deputy Commissioners concerned;
Divisional Commissioner. Kashmir/Jammu with the assistance of Director, Health Services, Kashmir/Jammu, shall put in place a mechanism to monitor the compliance of the above instructions at all levels. (KNB)
